Breath Weapon and ASL
Breath Weapons are used in melee at your own initiative. What happens if the user has a Great Weapon? Is the Breath resolved at normal initiative before the normal attacks, or do you wait with the Breath Weapon to later?

Take either a lvl 2 or a lvl 1 alongside a unit of warlocks, with just one spell the magic phase is IF-or-nothing. Big magic phase, 12 PD against 6DD, both of you throw 6 dice on your one spell, if you don´t IF and blow yourself up then you will most likely be dispelled with IF.

Fast Cav, shooting and magic looks good, a lvl 4 on Steed and two units of Warlocks is scary. You have a LOT of points into characters and not a lot in combat units, good mobility but nothing strong besides the Witch Elf horde. Considering this I think you need a lore that help the Witches primarily...

In that case the Gleaming Pennant should work for a fleeing fast cav BSB rallying from a feigned flight. It's not an item you actively use, it automatically activates when you fail a Ld-roll, the player doesn't have a say in if it's used or not. It's similar to the Charmed Shield and the Opal Amulet...

Gleaming Pennant or Standard of Discipline is great on the Cold One Knights if they are going to be anywhere outside the range of your BSB. Failing Stupidity on the CoKs is very bad.

I think you need some kind of fast cav or harpies to accompany Morathi. They can provide cover against BS-shooting, redirect if you get in a bad situation that you can´t fly out of and generally help out. I agree with Amboadine that the COK needs command more than the DR, but you need to keep it at 250p Core. Exchange the champ and standards on the DRs for one more body per unit but that´s all you can do without either removing gear from the Master, breaking up units or bring units with variable load...

Change the loadout for the BSB. The Halberd is a twohanded weapon so he can´t use the shield in close combat, dropping his armour save to 2+ in melee. Give him Heavy Armor and the Sea Dragon Cloak for 1+ armour save all the time.

I don´t think so. The attack doesn´t come directly from the magical item, what the magical item does is give the character a new ability which isn´t magical in itself. Like the Cloak of Twilight the egg gives you new special rules, but the item itself doesn´t cause the damage.

1d6 PD is not much when Dark needs 3+ PD for most spells. With so little magic go with a Master, DRs and the Warlocks (for a +2 to dispel and the occasional Doombolt). I don´t think there´s points for a Dreadlord, but 125p is enough for a 1+ rerollable armour save Master on a steed or a Cold One. Master, 5 warlocks and 1-2 units of DR core with crossbows, nasty list.

What about a potion of toughness? Unlike the one-use 4++ this item lasts the whole turn.
