No. You can only charge something that is revealed by the flee reaction of the first unit. This was clarified in an article by Gav. Don't recall if it got into the annual yet but I think it did. I agree with Vorchild. Dark Magic is more offensive in nature. Use dominion if you want to stop magic from being cast. Since he has a lot of ghouls, I would consider taking more missile fire. Although they skirmish and are toughness 4 (if I recall correctly), they have no armor, are low leadership, and are Alive! so they take panic checks. No offense man, but unless you use MSU, it's a little difficult to get 3 units to jump one. I disagree. That's what Dark Riders are for. They don't regroup automatically (you have to test normally), but other than that, I believe that they can move normally (including charging). They cannot charge since in the turn sequence you have to declare chargers before you attempt to rally your fleeing troops. Fast cavalry that rally can move...

This should probably be an Arcane Item like most spellcasting items are. Might need a note in the description that the weare cannot also have the Crown of Black Iron then. It is an interesting concept. Seems that 50-60 points would be appropriate.
