You guessed right. +1 total with everything is the max. Its good armour for characters mounted on monsters where it is hard to get a +1 save expecially if you're the great weapon type.

Sure. But if you want static CR 4x3 is still better than a biggass unit. A big static unit of spears isn't gaining anything but is wasting a lot of potential attacks. 4x3 still gives you 2 ranks (1 less than your max), and with pretty much the same number of spearmen you can have two units to do it ...

As others have said. 2 units of 5 are way better than 1 of 10. If you need fear for autobreak, you can charge with both, but you're much more likely to get a flank with two units roaming about. if you want +1 CR just add the warbanner for 25 points to a unit. Much cheapeer than buying the extra rank...
