---Both are pretty fragile
---Both need to get the charge
---Both are pretty manouverable
---Both are the tactical choice of an army
---Both are dependant on luck a bit more than other races. Charges aren't determined only by movement and manouverability. Khemri also needs good rolls in the magic phase, as we need good rolls for the stupidity test.
---Khemri has stronger characters, though, but not many other troops who hit hard.

Well, I know Fried Malekith has a TK army and enjoys playing with it, so you could try contacting him for some info, as he is not likely to see this at all. I've played against TK and I can say there is nothing I hate more than those accursed chariots, though they still have to watch out and play smart, especially with that vulnerable hierophant.
