my comments:

1. Tower Guard already has AP(1) in their rules. So they don't need the Rending Banner. Actually the Rending Banner is completely useless on them with the current rules (AP does not stack by default).
2. Tower Guard do have the Bodyguard rule, which is why the can be used to hold a position with a character in them (bodyguard means you get steadfast if a character is joined).
3. TG is the best unit to leverage the awesome Bloody Banner of Nabh (Re-Roll ToWound rolls of 1 & 2), especially versus T3 opponents.
4. Currently (v0.11) the power level of the TG is too low. The hatred upgrade is so ridiculously prohibitive and expensive, it will never be bought. I expect a major update in 0.12

They were really good in 0.10 with a cauldron/BSB inside.

Now Cauldron is no longer a War Platform, so there are better options than the tower guard.
