Well quite often an army list doesnt add up quite right, and goes a few points over or under 2k. Now surely if you had a '2000 point army' led by a lord but totalling 1999 points that would be an illegal list?

same for 2 lords in 3k if you only have 2999pts and so on

No, as long it is a '2000 point army' you may take a lord but if you were playing 1999 points you can't.

As long as you decide that the maximum points is 2K then you can include a lord and just 3 core so it ads up too 1K and it would still be legal (alltough you would certainly lose)

I think it even states so in all army books that you can decide that 2K is the maximum points limit, but it is highly unlikley that you get exactly 2K and therefore you can count lower as right.

The figure to take into account is the AUTHORIZED limit, not the actual total.

If you plan for a 2000 battle, then you can take a Lord, event if your final total is 1950 pts.

On the other hand, if you plan for a battle with a 1999 limit, that means that no Lord is authorized.

In every case, you are not aauthorized to exceed the limit, even by a single point. Of course, if you just plan to spend a good afternoon with a friend and ask him if he doesn't mind that your 2000 army reaches 2003 because of whatever reason and he has the courtesy to agree, go ahead and have fun.
