No it can't, the Screaming bell has a special rule that allows it to be targeted separately, but the CoB and Shrine does not. The owner of the unit being shot at (i.e. you) can chose to put one of the hits on the CoB/Shrine if you wish, but otherwise you are free to allocate the hits to the other models instead (until all models have suffered one hit, then you need to put one on the CoB/Shrine).
