do shades suffer a -1 penalty to hit when moving
probably a stupid question, but I haven't screwed around with skirmished units at all so im trying shades out. do they a suffer a -1 penalty to hit for moving?
the reason I ask is because skinks don't suffer from moving and shooting, was wondering if that is because of quick to fire or skirmished

They do suffer the usual -1 for moving and shooting. But they can make march moves, and still shoot; just like fast cav. Even if they march, they still only suffer -1 for it. Usually you are double shooting too. So that is a total of -2, without any other modifiers. At BS 5 that is pretty good.

To answer this part specifically: it's because of quick to fire. Our corsairs have the same rule.the reason I ask is because skinks don't suffer from moving and shooting, was wondering if that is because of quick to fire or skirmished

Quick to fire will be listed on the weapon description usually. Skink javelins have it; if they use blowpipes, they should be taking the -1 penalty.

I thought in 8e, 'quick to fire' just meant a weapon could always be used for a stand & shoot and had nothing to do with movement.

I was operating under the same assumption for a while, but the BRB (p73) confirms that Quick To Fire removes the shooting and moving penalty and always allows you to Stand and Shoot as a charge reaction.
I'm somewhat perplexed by the fact that Bloodwrack Stare isn't Quick To Fire... it can't be THAT hard to look at someone when you're moving.

Yep - blood wrack stare is near useless because of range, multi shot and movement (or stand and shoot) penalties.
