The Dark Emmisary has been added to the DoW army rules and thus can still be used as well as all other characters from Albion.
Then, upon the velvet sinking, I betook myself to linking

What this grim, ungainly, ghastly, gaunt and ominous bird of yore

I remember he uses up one Hero slot, one rare slot and the point cost is the same as the scored vic.points you get from him.
I have used him in some 3000+ games, and he allways won me the points back. nice.
Grumby one.
On the GW Albion page, there are the full rules printed.
I had used him once against The Empire, was quite funny, since he repeatedly panicked the Elector Count on Griffon (the guy just couldn't pass a leadership test on 9-), three times in a row (he always rallied afterwards), sending him off the table the third time!

The Dark Emissary costs 265 points and uses up 1 special and 1 rare slot. He is armed with a hand weapon - the staff of darkness which gives him +1 to cast. He is a level 4 wizard with his own spell list which he must always use. He also has "The Spiral" which gives him a 5+ ward save.
Full details are in the 2003 annual but I am sure if you ask, one of the guys can find a link to GW for you. I don't know what issue of WD the info is in.

HERE you'll find the rules online.
In the menu to the left, you'll also find the other rules. The only thing omitted there, is the cost for the two characters (Dark Emissary and Truthsayer), but this has been printed in a White Dwarf and is, as others had said already.
The Dark Emissary and the Truthsayer each cost 265 points and can be hired much like any other DoW unit, using up a Hero AND a Rare choice!
Dark Elves can only use the Dark Emissary, they cannot use the Truthsayer.
Basically all evil races work like this, and all good races are the opposite. The neutral races can hire both (but - altho it doesn't say so specifically - you obviously cannot hire them both in the same army).

Also if you r felling nasty you can use him to get a Lvl 4 mage into a 1500 pt game if your that way inclined. Also no one mentioned it you can also have upto 3 fen beast's for a additional Rare choice at 85pts per beast but i find i don't rare enough rare slots to go round as it is.
I'd rather lose a closely fought game then have it all sown up in a couple of turns.
Strangely, been here longer than most of the Admin staff.......

I don't have used Fenbeasts yet, but want to get a few and try them eventually. They are surely nice, especially having some unbreakable unit, like a Chaos Spawn, could benefit the Dark Elves greatly, and they can be healed by the Dark Emissary - they come at a cost, however, as this will eat up all the rare slots in a 2000-2500 points game.

In the cityguard list you can only use one magicuser at max level 2. But you think it could be fun/good to use a emissary in the cityguard list to boast your magic? Then they will not be so weak in the magic list gainst other armies like vampires, highelf etc. What do you think?

Yes they can be used to make up for the loss of the rest of your mages, However I wouldn't use up my rare slots for them cos i value my harpys and shades more. But in more than 2000 maybe but then i wouldn't use cityguard list either.

Are Fenbeasts any good?
Okay I need to be sold on these Fenbeasts (but not the Dark Emissary. He's already found his way into my army list). Are they worth taking over 2 Reaper Bolt Throwers?
Feel free to give me a pro's and cons list for them coz I aint sold on them yet (and I haven't been playing Warhammer long enough to do it myself )
Thanks in advance.

You leave your heart behind, you/leave your soul behind, you
Leave your head
And leave your mind
You won't need it where we're going
Still I see your black stars when you're coming for me
Well don't it just fit like that?
