GW plans to stop availability of DoW for non-DoW armies.
In the French GW website one, there is an insight about the future of DoW availability for non-DoW armies, found in a document providing clarifications for tournaments.
The French document, dated 04/04/2008, is found there:

For those who don’t speak French , I translate below the most interesting sentences:
"We intend to remove the availability for DOW in forecoming army books.
Presently, Empire, O&G, HE cannot anymore include DOW among their forces, other armies can still do it until their army book is rewritten.
[During tournaments, no Mercenary will be authorized except for the DOW-only army list, available on line. The giant is another exception, available for all armies described in the Giant rules available on line and in WD144.]"
The warning says: (in summary)
"This document (...) may be used as a reference during a tournament in addition to usual rules (...). WARNING: the quoted Q&A refer to downloaded pdf from GW websites. Those Q&A are the only official rule amendments."
Let me clarify what I understand :
The present official rules remain clear in French, English and Italian official GW websites (I did not check with other languages): mercenaries are found in the proper pdf rules, and these rules DO allow DOW for ALL races (except Bretonians that are too haughty for that). Don't trash Mengil yet, he is still authorized to join your army and will stay so even when our new book ceases to mention mercenaries as a possible rare entry.
A single exception... (just for the French , fortunately the rest of the world is not concerned - yet?)
The info I found about DoW restriction to DoW-only armies is just valid for the French Great Tournament, and I searched UK and Italian GW website without finding any equivalent. It seems that no other countries have published the equivalent rules clarifications for tournaments, although it is full of useful information for (or against) people trying to exploit the rules to their limits.
But...
they also state in the warning that what is written between brackets comes from notes refining the answer, from Alessio Cavatore.
They also state that the answers were provided when the question arised, that they are temporary and for indication only, that in the future the conceivers can change their opinion, and only downloadable Q&A are to be considered as official and permanent.
So...
what I find interesting in the "French GT pdf" is a hint into the future, as seen in Alessio Cavatore's brain on 04/04/2008 at latest.

Alessio was quoted between brackets: "For balance's sake, during the great tournament, no Mercenary will be authorized except for the DOW-only army list"
Guess what?
- Alessio may not fully agree with the indication provided by the pdf author, who seems to be in a designer team (but designing the game or just the Great Tournament? I dont know)
- Alessio may change his mind
or
- it may indeed be a scoop about a future DoW list that would cancel any availability for DoW except giants for non pure-DoW armies.
Conclusion:
Look at your cristal ball or ask Alessio or wait and see.
Till then, keep playing with Mengil.
I thought it could be interesting to have such an insight.

By the way, why a corsair would bother to pay for some mercenary, when he is himself engaged in looting?

Isn't this simply due to GW not being sure how DoW will work in the future and so they removed the DoW from the newer army book because the rules how to include DoW are found in the DoW rules themselves and if those rules change they don't have to update each army book?

Tournaments have never allowed armies to take Dogs of War anyway.
GW's websites currently say that DoW can be taken based on what the DoW unit's entry says. So if DoW unit X says it can be taken by High Elves, Empire and Dwarfs, they can.

Doubt it. DoW models have molds already. Since the molds are already made, there is no reason to stop having them.
Never have been official in tournaments and they can still be used, its just those frenchies hating on the DoW!

From my last chat with Alession few months back he said that if they made models for something... then they will do their best to keep the rules up to date as much as possible (yes, that's a hope for Chaos Dwarfs, and even Squats I think they had a few models)

That's slightly incorrect. The US-GT has allowed DoW as an army for all years of its existence until this one. I myself faced a very nice DoW army at the Baltimore GT last year.

Hopefully they'll continue to allow the Giant and Ogre Kingdoms units as neither option is particularly over the top or powerful.
That said, if this comes to pass then my nascent plans of converting my Chaos Dwarf army to a Mortals of Chaos army with a Dogs of War Cannon or two have been scythed down before they had a chance to go anywhere.

All what I said applies to RoR as well as DoW. Giants are the only exception mentioned in what I read.
From what I read,
- they are very cautious to let all options open,
- but they (who are really "they"?) clearly consider to remove DoW as a legal entry for non-DoW armies (except giants).
I doubt that DoW would totally be abandoned, because of all the minis already available, so if they did, then I assume the minis would become a natural entry for their respective race (i.e. Mengil for DE, Catrazza for Empire, Gotrek for Dw...) but that does not fit well.
Overall I am convinced that DoW will come out some day as a new book. Seing as they separated demons from mortals and beasts, it makes sense to separate DoW from all other armies in the same way, hence making every army unbalanced on its own with no option to buy a DoW to fill the gaps.
Having said that, I will not buy any DoW till the DoW book is eventually released!

Well in the post it specifically mentioned Giants because it has it's own rules on what armies can and cannot use it. The same way with the Ogres. Their specific rules state which units can and cannot be purchased and by whom I believe. So they should stay as they are now.
