Hi all am working on a 3500 point army vs high elves what is the best recommended special unit to take , excutioners or black guard or both , all so any suggestions of dark 3500point army list that have been tryed and tested will be welcome .

Black Guard for the reasons that T.D. mentioned. Immune to Psychology is a nice touch, too.
Executioners do get one round of re-rolls due to hatred though, so that could be very useful against Characters, Chariots and Cavalry.

On the other hand, high elves rerolls all to hit rolls against executioners. And getting execs into battle against cavalry will be a tough accomplishment.
I'd field a band of cold one knights! Regular missile fire from high elves are S3 so the 2+ armor save is retained. Bolt thrower fire can then be screened as good as possible. If you can slam a pack of CoK into pretty much anything (except phoenix guard), they will win combat. You can be sure of it. And CoK grinds amazingly well vs high elves too. Three S4 attacks per model in the front rank.

CoB witch elves.
AS for the original choices, blackguard because they need to keep the ASF as a deterrent to the HE's ASF. Give them the raz standard and you've got a very tough fighting force. Sure they will get shot to pieces, that is why the CoB WE are better (cheaper and 5++), but that goes for anything including exec's.

CoK and chariots they are immune to HE shooting.
