Is it true that you can only have one of each magic standard pre army : eg
So the witch elves have razor banner, so there for black gaurd can't take razor banner,
Or is somebody telling me porkies ?

You can only ever have one version of each magic item in your army roster. And magic banners are magical items just the same.
