Steam Tank charging

Gents,

when a steam tank moves into contact with an enemy, does the enemy unit get to declare a charge reaction?

No.
The STank has random move, i.e. it does not declare a charge.
Its movements are resolved during a specific sub-phase, not during charge sub-phase.
If if happens to come in contact, that counts like a charge. But no charge reaction (i.e. terror does not make you flee).
