how do you decide all of this stuff?

I love me some D&D and this would be fun to try with my friend.

where do you get the numbers for who gets what what it costs etc.. how you gain xp etc...

are there rules on this somewhere? just that you have to come up with the "campaign" part?

I should add that the campaign we are playing now is rather complex and has many untested rules...
