Nobles and hags, lend me your ears ... maybe you´ll get them back.
A fluffy freak as I am, I always try to field fluff armies. In 40k I had no problem with my planetary invasion fluff, but I must admit that my background knowledge of the warhammer fantasy world is rather pittyfull. So I would need some help of other dark elf raiders.
The fluff of my army should be based on black arks and so I´ll have to make some decisions which unit choices to favorise and which to ignore. By now my thoughts are:
Characters:
Lords and Nobles - no problem, they will be corsair leaders like Loki
Sorceresses - of course, somebode has to care about the arks flying
Assassins - as the armybook states, they are often seen by raids
Death Hags - yes, because in many raiding stories they are in the frontline
Couldron of Blood - well, they are witch elves but isn´t this to crude for raiding parties?
Troops:
Warriors - why not, imagine converted corsairs
Corsairs - well, no doubt about this guys
Dark Raiders - I can imagine them very well as a mobile scouting party
Harpies - aren´t these flying around arks, just waiting for a raid?
Elite:
Witch Elves - as death hags always on the front so I would say yes
Shades - like dark riders perfect scouts, so I would field them too
Executioners - I don´t think so, aren´t they to special for raids?
CO Knights - I guess they deserve a place in a raiding party
CO Chariots - to clumsy and crude in my opinion
Black Guard - definately not, I would say, as they are Malekiths bodyguards
Rare:
Reaper Bolt Throwers - as a primary weapon against deck crews a perfect yes
Hydras - I would like to take one, but here I´m absolutely not sure if it fits
Mounts:
Dragons - no, never, to precious for raids
Pegasi - don´t like the model, so definately a no
Manticores - same like pegasi
What do you think about this limitations? Should I add or dismiss some units?

Mostly I would say you were right, one or two things though.
-Executioners are temple troops; if the hag queen goes I would say she would be as likely to take her blokes as her babes. You might say too elite, but this is not a small raid if it is carried out from a black ark.
-Assassins, well the army book's word is law, but who are they assassinating?
-Black guard could well go on an expedition, although they are Malekith's bodyguard detachments are often seconded to Noble families either as a reward for good service, to keep an eye on them or a mixture of the two.
Other than that I am right behind you.
