The circlet according to the time of legends books, let malakieth see in the vision of the winds of magic. IE he could see the winds at all times and the magic that flowed in and around them. I should imagine its like having normal vision and then wearing a pair of really boosted up prescription classes. It makes everything weird and distorted. As to its origin, no one seems to know other than "chaos did it".
