I would wait until 4th Edition comes out. It won't be long mate.
Tau are average in complexity from what I have seen of them (Normally thier bloody corpses after my Dark Angels are through with them ! Heh...) Space Marines are easy to start the game with and very forgiving to a rookie player. I would start with Marines - the stuff you will get in the box and maybe a few extra units then switch to later on Tau when they are re-released for 4th Edition. That would be my plan.

...And so it came to pass that the foul elf known as DEKHALAN CHILLWIND invaded our fair shores. This fiend began a campaign of killings, rapings, lootings, enslavings and burnings, sparing neither age nor sex...

firstly, tau are one of the worst armies around, really hard to use and when in combat, get whooped.
it is worth getting the rulebook now because the new rules will be coming out in about 6 months, but, your choice. The rules are the same as fantasy just easier.
Now, if u really do want to get tau, buy the codex, find an opponent with their codex, and proxy models in your first game.
If u do like tau then try this army list out, its 1000 points and does what tau do best (shoot), and in my experience has out shot all other armies to bits.

basically the ethereal hides away, helping w/ leadership, the broadsides take out heavy tanks and men and the fire warriors just lay down fire. Also w/ the broads ides in 2 separate units, they can shoot at 2 different tanks per turn.
Another rule to remember is the 3.5 inchs: keep your models 3.5 inches from the unit in front, then the enemy cannot consolidate so in youre turn you can shoot at his whole squad and hope to take it out

Problem with Tau:
They get out-shot by marines.
Second problem with Tau:
They get out-assaulted by marines.
Well, back on topic, Oeric, the list you presented puzzles me. Honour blades are a waste of points, you have NO markerlights (their biggest strenght), no cricis suits with plasmas (their second biggest strenght) but you managed to get the broadsides
Let me demostrate how much more powerful marines are at shooting:

From the Heavy bolters alone you have 54 shots that hits fire warriors on 3+ and subsequently kill on 2+. The long range makes it impossible to hide from them as well. All those shots equal 30 dead firewarriors on average each turn! I belive that is close to half of your army, and I haven`t even started on the regular bolter and plasma fire. Go figure which army has the most firepower...

yours, but then it becomes cheesy having 5 models in each squad.
ive never tried this is 1k points but for 1500 this is my marine list:
8 marines, lascannon, vet-2 lightning claws, rhino, smoke launchers, extra armour

chaplain, 2 lightning claws
chaplain, 2 lightning claws
dreadnought, twin lascannon, power fist
dreadnought, twin lascannon, power fist
now then, this army is near unstoppable, try beating it. Also many space marine armies are not just for fighting one person but need to be all round and looking at ur list youre gonna get kicked come the second turn, in combat by the traditional rhino rush. also that list of urs isnt gonna do very well against a marine army, this tau army is fairly all round, same as the one above.
remember, this is only 980 points so to add on extra points you could then go with the traditional tau stuff, like that you mentioned. Also, i ve only played with this list twice as i dont collect tau and i wont tell the exact setup to my friend, ive beaten marines 2ce with it

With all respect, I think that marine list looks, well, erm ridiculous... What is the point in using alot of points on BOTH a lascannon and lightning claws in one squad? The cannon needs to be stationary to work while the lightning claws needs to be on the move. This can only be in theory, but I think my orks (or any assault-heavy army) would have drubbed you real good. What on earth does this list have to stop Tyranids for example? Sorry, but I don`t think that list is a very good idea...

Yes. The Arcon goes "Hah! I`ve got a 2+ INVULNERABLE save. Read the word, INVULNERABLE, that means you have slim chances getting past it Chaos Boy." Chaos Boy goes "Naha, my weapon says it ignores invulnerable saves" Arcon goes "WTF??? Can`t do that!!!" Chaos Boy goes "Yes I can, MUHAHAHA you DIE!!!" Arcon goes "What??? NOOOO!" Chaos Boy goes "MUHAHAHA" Arcon goes "NOOOOO!"
Ok, I`ll shut up now...

I have watched 40k many times but I really cannot see the fascination with it at all
Loads of 40k players in our club are turning to fantasy anyway. Probably because of the plethora of fantasy players we have. We are load, boisterous and fun. We have loads of laughs, loads of arguments about rules, screams at failed stupidity tests, fanatics etc etc. You just don't get that in 40k
Too serious and far too much shooting for my liking. Each to their own though

The 3rd edition of W40K is a pure piece of junk. If anyone here have play Rogue Trader (mine book is a ruin now ) or the second edition, they'll understand me. I still play, but in second edition.

Second ed. was worse man! Come on, there was an entire rulebook dealing ONLY with psychic powers. You had to consult 5-6 charts every time you hit a vehicle. You had to consult an ADDITIONAL 5-6 charts every time you DAMAGED a vehicle. I could go on and on, suffice to say it made me as crazy as I am today...

That's why it was called a tactical game - plus we with my group of players get so use to the rule that we don't reffer to the chart for the vehicule. I'm sorry but a game where all vehicule have the same damage table?? When most of vehicule can't move & shoot?? I'm sorry but in France we have the Leclerc, and it move and shoot at the same time - and we're in 2nd millenar
Sorry but it's a game for kids: every army have the same movement (except eldars and dark eldars, whoa the can run instead of firing!!), no really psychology rule (if you compare to WFB or even Warzone), I can go on more than you on that style. Plus the 3rd edition is sooo welll writeennnn (must be the same team who made the DE book ). You have to refer to plenty of WD because there so much rules corrections.
Plus for a vehicule, you just have to check the localisation table and the damage table. That's all, plus it was very easy 'cause you have a reference sheet for each vehicule.
How many time you played the 2nd edition??
I try the 3rd more than ten time - sorry if I offend you, not my goal at all, but I really don't like this game (if you didn't notice ). Very funless I found.
But you're free Don't let 'an old creepy player' spoil your fun!

40K is... interesting, a lot simpler... but it has lots of funky rules... my eldar get toasted because we can't figure out to shoot enemies coming at me, rather than sit there and get killed in close combat because they weren't in range in my turn... look, a bunch of savage space marines driving up in a rhino.... and now they're charging us... ohwell, gotta wait until it's my turn to shoot...
well I started in 40k and am now just getting into fantasy but as for the post tau cant beat blood angels not true two players in my area play Ba actually flesh tearers much worse godD$$$ 10+ death company squads and its hard but they can be beat you got to run and gun with the tau their biggest asset isnt their firepower although its very sweet but their mobility. Only 3 units in a tau army cant move and shoot well braod sides kroot and firewarriors the and of the rest 3 of the units thoe other suits can move in assualt too tau are hard to learn but once you get them down there devastating.
