The Exarch power Defend, how does it work?

I always thought that it just takes away one attack and that's it but now a friend mine is arguing that since the way it is worded, the -1A penalty is cumulative. So an Ork sluggaboy assaulting Avengers would have 3 attacks and the next turn he would strike 2 (stats) + 1 (weapon) - 1 (Defend) = 2 times. The turn after that, only once.

How does it go?

You were right. The book says nothing about the power being cumulative. Your opponents have one less attack than they would usually have if they attack the dire avengers.
