I don't have the actual math on hand (I'm using a program here), but running a simulation compiling an average of millions (10 million to be exact) of 3d6 rolls take the 2 highest, I get about 8.46. The most likely whole number (since you can only roll whole numbers) is 9. Odds of rolling: 2 = 0.468...

Enchanted shield isn't a necessity but granted I have the 5pts to spare I give him that. You are still supposed to use the army book price for the enchanted shield. Honestly, I would take neither and use all archers; which is what I do. The new shooting rules along with the TK archer rules (and extra shooting due to magic) make it way too irresistable to do otherwise.
