I think you either have to keep all the pieces and fence removable if you plan to move units through it, or else just count the entire thing as a building or impassable terrain piece.

In my experience, a Hydra can't handle a Hellpit Abomination, unless you're talking about lucky dice. Not crazy at all... It would be excellent to see the Cold Ones achieve more than their riders. A brutal predatory dinosaur should certainly do more than a miserable lousy Strength 4 hit at low Weapon Skill, and they don't even get the benefit of Hatred like they did last edition.

-3 Core banners (2x Spears, 1x xbowmen)
-2 Special banners (Cold One Knights, Black Guard)

My 3k list would probably have at least one more banner, if not two.
