Reading though the rules for dispel value (pg 35) it says that a failed dispel attempt means that the caster cannot dispel again that phase, so either another caster must make the next attempt or it is made without a mage level modifier. Is that correct?
I have never played it that way, but also on one has ever corrected me?

You're correct, a mage that fails to dispel a spell can't attempt any more dispels in the same turn.

In addition to not being able to attempt any further dispels that turn, a wizard that fails a dispel attempt cannot cast that turn. Consequently, if you are planning on attempting a RIP dispel during your own magic phase, it might be advisable to save the attempt for the end if you also want to do some casting with the wizard.
