3000 pts Empire - all-comers - balanced list

Hi guys! This is my first attempt at a balanced 3000 pts list. I was thinking about an Engineer, but my main problem is that the Engineer is just not very survivable.... Also, what is the correct procedure when buying common items - for example, should I pay 5 pts or 15 pts for the Enchanted shield - I am currently paying 15pts....?

Shamless bump due to edited list. Also, will somebody who reads this please answer the Q. about the correct points values of 'Common' magic items?

I think the BRB supercedes the much older Empire book in terms of common magic items.

DAMN!! So because GW are gits, I'm now paying 10 pts more for an item that, let's face it, should really only cost 5...?
